About the event

Global Navigation Satellite System (GNSS)-based tolling has become the standard in Europe for commercial vehicle distance-based user fee collection. In the U.S., Road User Charging (RUC) has been widely discussed and piloted – with many programs leveraging the Global Positioning System (GPS). There is further consideration in certain Asian countries to deploy location-based tolling to apply to personal vehicles, not just commercial vehicles as in Europe. Singapore and Indonesia are already implementing GNSS-based road pricing for all vehicles. In 2024, India has started the procurement of the largest GNSS-based system in the world, to be implemented across the extensive National Highways network.

Meanwhile, back in the Western Hemisphere, forward-thinking public and private tolling industry stakeholders continue to consider how such satellite-based systems can be leveraged for leaner and more user-friendly roadside systems. Many experts across the world believe that, eventually, we will indeed move away from Radio Frequency Identification…

SESSION 2

Distance-Based User Fee Collection in Europe

The most advanced production use of GNSS for tolling is in the European geography. GNSS is used there prominently for Heavy-Goods Vehicle (HGV) toll charging; meanwhile, new applications, e.g., for Low Emission Zones and beyond, are being tested and considered as well.

SESSION 3

Panel Discussion: GPS Tolling Concepts and Pilots in the U.S. — A Toll Agency View

Innovative U.S. toll agencies have realized that GPS could be useful to augment current toll systems and potentially make operations more efficient. In the future, GPS could become a predominant vehicle detection method. In this panel, we'll discuss GPS Tolling trials done to-date as well as perspectives for having this technology become significantly impactful in the U.S. tolling industry.

GPS Tolling Concepts and Pilots in the U.S. — A Third-Party Provider (3PP) View

Reflecting on European established progress with HGV's GNSS-based tolling, fleet management Third-Party Providers (3PPs) in the U.S. have the potential to become early-adopters of location-based capabilities. In this session, we'll hear from two leading 3PPs on their trials and capacities to utilize embedded vehicle GPS data.

Keynote Speaker

In the keynote, we'll review the underlying basics of GNSS technology, along with its challenges: spoofing, denial, jamming. Alternative remedies exist, e.g., using complementary positioning navigation and timing. However, there are some specific concerns for the U.S. tolling industry that warrant consideration, including RFID spectrum interference.
