State of the Express Lanes Market

Why do express lanes matter? How have we emerged from pilots, to an expanding number of operating projects, to networks of express lanes across many of our largest cities? While the express lanes enterprise as a whole has enjoyed great success in the past couple of decades and continues strong, this session reviewed how we got here, what issues the sector is facing, and how we manage to sustain growth and optimize community benefits.

Panel Discussion: P3 Express Lanes

Not all express lanes are delivered by the public sector themselves. Public-Private Partnerships (P3) have become increasingly leveraged to build and operate new express lanes. How does a corridor get identified for this delivery method? What are the lessons learned and considerations to make these types of projects successful? In this panel session, we heard from both public and private sector leaders about P3 express lanes.

Dynamic Pricing & HOV Discount Program Solutions

Express lanes often have unique pricing policies that are meant to optimize traffic flow and minimize congestion. Dynamic pricing actively responds in near real-time to leverage market forces and optimizes for lane operation objectives. Carpooling and High Occupancy Vehicle (HOV) discounts are also frequently part of the operating framework. This session reviewed practices, approaches, as well as newly available solutions supporting pricing-related express lane operator needs.
