About the Event

​​Overview


The Express Lanes In-Person Workshop is an exclusive, curated gathering designed specifically for senior leadership and experienced practitioners across the express lanes ecosystem. Developed and executed by Toll Insight in coordination with Virginia DOT (VDOT) leadership, this event is intentionally structured as a collaborative working session rather than a traditional conference. The focus is entirely on candid discussion, high-value peer exchange, and practical knowledge transfer across public agencies, operators, and private industry partners.​

What to Expect


Over the course of two days, an expected group of 75–100 senior operators, agency executives, and technical experts will dive deep into the real-world lessons, operational burdens, and emerging solutions shaping the next 5–7 years of tolling and mobility.
 

  • Day 1: Strategy, Policy & Technology Perspectives – The first day focuses on the strategic direction of express lanes programs, examining national market trends, P3 delivery models, dynamic pricing approaches, and policy considerations. Participants will discuss contract management, customer experience, compliance strategies, and emerging technologies shaping the future of managed lanes, including tolling systems, enforcement technologies, data analytics, and positioning/GPS-related challenges. The day concludes with a networking reception to encourage peer exchange among operators, agencies, and industry leaders.

  • Day 2: Operations, Technology & Field Experience – The second day shifts to the practical realities of operating and maintaining express lanes facilities. Sessions will explore operational challenges, including roadway infrastructure, video tolling, enforcement, and reversible lane operations, as well as the growing role of technology, analytics, and pricing optimization in day-to-day management. Participants will also take part in a field visit of Northern Virginia express lanes facilities and engage in open discussions on engineering, facility design, lessons learned, and opportunities for continued collaboration across the industry.
